ANPGThe National Agency for Petroleum, Gas and Biofuels, abbreviated as “Agency” or “ANPG”, was created in 2019 by Presidential Decree No. 49/19, of 6 February, as a result of the reorganisation programme of the oil sector in Angola. Among the actions taken to restructure the sector, the transfer of the Concessionaire function, previously held by Sonangol EP, to the newly created Agency was approved, in order to ensure greater political coordination, increase the effectiveness of processes and create conditions for private investment activities in the national oil industry.
ANPG became the National Concessionaire with the specific responsibilities of regulating, monitoring and promoting the execution of petroleum activities in the area of operations and contracting in the oil, gas and biofuels sector. Through Presidential Decree No. 52/19, of 18 February, the General Strategy for the Allocation of Petroleum Concessions for the period 2019-2025 was approved.
On 18 February, the ANPG Board of Directors (CA) was appointed by Presidential Decree No. 61/19, and responsibilities were assigned to each director. This management team has been working on the transition of the Concessionaire function with the support of MIREMPET and on the creation of a stable and coherent Strategic Plan that meets the objectives defined by the Executive for the sector and for ANPG.
The physical transition of ANPG employees was completed on 26 July 2019, having been implemented in two stages. ANPG is headquartered in Luanda at Edifício Torres do Carmo, Torre 2, Rua Lopes de Lima, Ingombota Urban District, and currently has around 600 employees.
